Thanks for the quick response. I will inspect the vacuum lines. If they appear to be intact, is there a way to confirm whether the boost pressure actuator is the problem?

Without proper diagnostic tools, it's tough to say. You could try watching the actuator arm while someone revs the engine to see if it's moving freely. But honestly, with those symptoms, and if the vacuum lines are good, you're probably looking at a faulty actuator or even the turbo itself. It's best to get it to a workshop for a proper diagnosis to avoid unnecessary repairs. It could cost you around 250€.
