I had a similar problem with my Cobalt. It turned out to be related to brake fluid. Have you checked your brake fluid levels and condition? Low fluid or old fluid can cause all sorts of weird issues with the brakes. What kind of feedback are you getting from the pedal exactly? Is it spongy, hard, or something else?
