Coolant level is fine. No overheating or other strange behavior, just the heat. Could a partially blocked valve cause this without overheating?

A partial blockage is possible, but without overheating, it's trickier to say. Given the error code, it might be worth having a shop look at the valve and connections. They can figure out if it's a simple fix or something bigger.

Thanks for the help. It was a bad cable connection to the water valve, like I thought. Cost 95€ to fix. Appreciate the input.

Low heat and an error code definitely suggest a cooling system problem. Have you checked the coolant level recently? Any signs of overheating, or weird engine behavior besides the heat?
