The price surely hits a nerve, but considering the risks of ignoring such a critical issue, I guess there's no room for negotiation here. Hey! I went through quite a similar situation with my 2011 Dacia Duster 2 years back. Just like yours, mine was struggling with power loss and there was annoying hissing and whistling sound. Zeroed down the issue to a defective waste gate valve after a thorough check at my local garage. The mechanic explained that a faulty waste gate valve can't control the turbocharger's boost pressure properly and that's why the engine is struggling. All that black smoke you're seeing is because the air-fuel mix is just not right. It's definitely a serious issue not to over stress you but ignoring it can damage the turbo and other related parts. So, it's not just another wear and tear thing. They had to replace the whole waste gate valve unit. Took them a full day at the workshop. And boy, she runs smooth as silk now! The fix did the trick!
