On my Camry, the relay was in the engine compartment's fuse box. I tested it by swapping it with the horn relay to see if the starting problem went away. If you're not sure, get a qualified technician; fuel system work can be dangerous.

My 2018 Camry had similar symptoms before the fuel pump failed completely. Did you check the fuel pump relay? A bad relay can act like a failing pump.
