The power seats on the driver side work fine, and all other electrical systems are normal. When trying to adjust the passenger seat, there is a faint clicking sound but no movement. Thanks everyone for the suggestions. After looking into the symptoms more carefully and getting a second opinion from another mechanic, I can confirm it is indeed the seat motor that failed. The clicking sound matches exactly what others described with their power seat issues. Getting the part ordered now, went with an OEM electric seat motor unit for 165 plus estimated 2 hours labor. Much better than replacing the entire passenger seat assembly which would have cost over 800. Really glad I asked here first and learned that just the motor could be replaced. Will share an update once the repair is done, but wanted to close the loop on this thread. For anyone searching later with similar power seat problems, definitely have your mechanic check if just the motor can be replaced before considering a complete automotive seat replacement.
