Mine was a dodgy automotive switch. If the headlight switch works okay, then the issue probably isn't the fuse box. The switch is probably kaput. I would bring the car to the workshop. Time is money, as they say.

Sounds familiar. I had a similar gremlin in my Cavalier, though the dashboard lights were also flickering. Have you checked the fuse box? Seems like you already did. But just in case, do the lights work when you manually turn them on with the headlight switch?
