I visually inspected the connections near the throttle body, but nothing seemed loose. I'll double-check the actuator wiring. I'm struggling to recall the exact error code. Does a faulty brake light switch sometimes cause cruise control errors on these?

A faulty brake light switch can definitely mess with the cruise control. However, given the stored error, a defective cable or plug is probably the true issue. Get the code, then check wiring. If unsure, a workshop visit is recommended.

After a more thorough inspection of the wiring harness, I found a corroded connector. After cleaning and reconnecting, the cruise control is now functioning. Total cost was 95€ for the connector cleaning and diagnostic.

Sounds like a classic C3 cruise control issue. Did you check the actuator and throttle body connections? Could be a loose plug. Do you have the exact error code?
