Where exactly is that cable and plug located? I'm not super familiar with car parts, so any pointers would be great.

It's usually near the base of the windshield, close to the washer fluid reservoir. But if you aren't comfortable poking around, I'd suggest taking it to a workshop. I ended up doing that, and they said the cable/plug was indeed defective.

Thanks so much! I appreciate the help. I took it to a shop, and you were right – it was a faulty connection. Cost me 95€ to fix! All good now, fingers crossed this solves the issue for good.

I had a similar problem with my Cobalt. Frozen washer nozzles are the worst! Have you checked the cable and plug connection to the heater itself? That was the culprit in my case.
