Thank you for the advice. As suspected, the tank ventilation valve hoses were clogged. Repair cost 175€. Issue solved.

I have a Crown Victoria as well. Those symptoms sound like a tank ventilation issue, specifically a clogged hose to the purge valve. Have you checked those?
