Appreciate the detailed explanation. I'll have a look at the voltage, but sounds like it's beyond my capabilities. I took it to a local mechanic, and you were spot on – it was a defective cable connection to the power steering. They cleaned the contacts and secured the plug. Total cost was 95€. Steering is back to normal now.
