Ford Fiesta Air Conditioning Problem: Only Cools on LO Setting

Hello, I'm having a problem with the air conditioning in my 2010 Ford Fiesta diesel car (192000 km). The air conditioning works, but it only blows cold air on the highest setting, LO. Sometimes it blows cold air at 19 and 17 degrees as well. At low speeds or in city traffic, the outside temperature gauge rises to 45-50 degrees. Could this affect the air conditioning only blowing cold on the LO setting? Could you help me?
