Faced this exact issue with my 2007 VW Touareg last winter. The problem often stems from a combination of factors, not just frozen nozzles. The most common culprits in order of likelihood: Clogged nozzles from mineral buildup, Faulty windshield heater connections, Damaged washer motor wiring harness, Blown fuse box connection In my case, the washer motor was working but the electrical connection to the heated nozzles had corroded. The system would trigger the error light in cold conditions because the heating element wasnt receiving proper voltage. The repair required removing the hood liner to access the wiring harness and replacing several connection points. This was a serious repair since it involved partial disassembly of the front end to properly access all components. The heated nozzle system is integrated with the windshield wipers assembly, making it complex to service. Quick test: If the windshield wipers work normally but only the spray function fails in cold weather, its likely an electrical issue rather than a mechanical one.
