Thanks! Could you tell me which sensor values I should be looking at and what the readings should be? I don't want to just start replacing stuff without knowing for sure.

Don't replace anything yet. My sensor reading was way off, like a short or open circuit. If your scanner does live data, compare the readings from both seats. That'll show you if one is obviously bad. But yeah, it could be the heating element too. I ended up taking mine to a shop to get it fixed. It's hard to get to the heating element without the right tools.

I had the same thing happen with my old BMW 3 series. Same symptoms: no heat and an error code. For me, it was a bad thermal sensor in the seat cushion. Have you checked the sensor readings with a scanner? Might give you a clue before you tear into the seat.
