I haven't checked the cable connection myself; I wouldn't know where to start. Is it easily visible once I remove the steering wheel cover? I don't own any vehicle diagnostic software. Is that something I can download, or do I need special hardware?

I took your advice and brought it to a mechanic. Turns out it was indeed a defective cable connection in the steering wheel as you suspected, and the repair only cost me 95€. Thanks for pointing me in the right direction!
