I scanned it and got a fault related to the headlight range control module, but it didn't say which part. Both headlights are acting the same, which makes me think it's not both servomotors failing at once. Are there multimeter tests for the servomotors before I take things apart? I don't want to just start replacing parts.

Since both headlights are affected, both servomotors failing at once is unlikely. The fault code and the simultaneous failure point to the control module or its power supply. A multimeter test might not be conclusive because of the servomotor control signals' complexity. The symptoms suggest an adaptive lighting system problem. A failing servomotor is possible. Have you checked the control module's communication with the headlights using a scan tool? Are both headlights doing this, or just one?
