Where is the washer motor located, and how do I inspect it? If it's failed, is replacement easy, or do I need special tools or expertise?

The washer motor is usually near the bottom of the washer fluid reservoir. Replacing it is straightforward, but if you aren't comfortable working on it yourself, I'd advise getting it checked at a workshop. Could be a fuse too.

It was the washer motor, like you suspected. The total repair cost was 25€ including the motor replacement at my local garage. The warning light is now off, and the windshield washer system is working again. Thanks for your help.

I own a Honda Life too. I had a similar issue with the windshield washer system not working and a warning light on. Have you checked the washer motor? Sometimes it can fail, even if the reservoir has fluid.
