Yes, the fuses are fine. Could it be a relay issue? Or is there a common weak point in the Laguna's steering column electrics?

Relay is possible, but with those symptoms and the fuses being okay, I'd guess a wiring issue or a dead motor in the column. Electricity can be tricky, sometimes it's best to let a professional have a look.
