I haven't personally checked the hoses. Is there a specific diagnostic trouble code I should be looking for to confirm a boost pressure actuator fault?

A faulty actuator can definitely cause those symptoms. Could be a P0243, P0245, or P0246, but without scanning it, it's all guesswork. I'd seriously consider getting it checked out by a workshop. They can properly diagnose the actuator and related components.

Whistling and hissing? Sounds like a boost leak. Is it throwing any specific codes? Have you checked all the hoses connected to the turbo? Could also be a dodgy pressure sensor messing things up.
