Low Heating Output Nissan President

Experiencing low heating output and an error with my 2008 Nissan President, gasoline engine. Coolant level is adequate, and no obvious leaks are present. Could this be a defective water valve?

I haven't inspected the cable and plug connection yet. Could a defective connection really cause both the low heating output and the error code? Is there a way to test the connection?
