When you say actuator, where exactly am I looking? Is that something I can easily check myself, or am I better off just taking it in? Don't want to mess something up worse.

Think of it like a loose wire on a lamp. Sometimes it works, sometimes it doesn't. The error being stored points to something more definite. Since it's throwing an error and doesn't sound like a simple fuse, I'd recommend getting it checked professionally to avoid further issues. The error code should help them pinpoint if it is a cable or plug connection on the component near the throttle body.

Just wanted to give an update. Took the Mini to the workshop, and you were spot on! It was indeed a defective cable/plug connection to the actuator. They replaced it, diagnostics cleared the error, and the cruise control is working again. Cost me 95€. Thanks again for the help!

Strange, I had something similar happen with my Mini, although it's not the same year. The cruise control just quit, and the dash lit up. First thought was the throttle body acting up. Did you check the connection to the actuator on the steering wheel? Is the error message persistent or intermittent?
