I had a similar issue with my Volvo some time ago. The seat warmer would not activate and an error code was present. Did you happen to check the thermal sensor? In my case, the problem was corrosion on the sensor connector. Cleaning it solved the issue temporarily, but eventually, I had to replace the sensor itself.

Where is the thermal sensor located in the Mini Cooper seat? Is it integrated into the heating element?

In my Volvo, the thermal sensor was indeed integrated into the heating element of the seat. Given that your Mini Cooper is also showing an error code and the seat isn't warming, a defective heating element is a strong possibility. At this point, I would recommend a workshop visit. They can accurately diagnose the fault and replace the heating mat.
