Hi, I had the same problem with my 2006 diesel Peugeot 407. As it turned out, the wiring harness of the radiator shutter was rubbed, right where it is located behind the bumper. So this was actually affecting the cooling air flap, just as you suspect. As this poses a huge risk to the engine, I would definitely have it checked in a workshop. In my workshop, the wiring harness had to be replaced and the cooling air flap was replaced at the same time to prevent further problems. It wasn't a complicated job, just a bit time-consuming.
