Voltage? Temperature control system? Uh...how would I even check those things? Is it something I can do myself, or am I better off just taking it to a mechanic?

Thanks! Turns out it WAS the PTC heater! Cost me 350€ to get it fixed, but at least the Panda's running smoothly now. Appreciate the help!

I experienced similar symptoms with my 2014 Skoda Octavia diesel, although it might not be the exact same issue. The error code and increased fuel consumption you mentioned sound familiar, but I am not sure if the Fiat Panda has the same electrical heating system layout as the Skoda. Have you checked if the temperature control system is functioning correctly, or whether the heating element is getting sufficient voltage?
