I've given the hoses a quick once-over, but nothing obvious jumped out. Where exactly is the actuator valve located, and is there a way to test it myself before I start throwing parts at it? I'm not super techy, but I'm willing to give it a shot if it's straightforward.

The actuator valve is usually bolted directly onto the turbocharger housing. You might be able to see the rod moving (or not moving) when someone revs the engine, but it's tough to diagnose without proper tools. Given all the symptoms, especially the whistling and stalling, I'd seriously consider getting it checked out by a workshop with the right diagnostic gear. Could be an electrical bypass valve is defective and the turbo system could have some serious damages.

Sounds like it's beyond my skills. I took it to a workshop, and they confirmed it was a defective electrical bypass valve. 250€ later, it's all sorted. Appreciate the help!

I had a similar issue with my 106. The symptoms sound very familiar – the check engine light, power loss, and that hissing sound. It could be a boost leak somewhere in the turbo system. Have you checked the hoses and connections around the turbo? When was the last time you replaced the actuator valve? That can cause headaches if it's failing. It's worth a look!
