Interesting! Defective cables, that's what I was afraid of. Was yours completely dead too? Anything I should be looking for specifically, like a particular connector or wire that's known to be weak? Is there any chance that this is related to a malfunction indicator?

Yes, the steering wheel was completely unresponsive, just like yours. The root cause was corrosion on a connector that lead to the cable connection being defective. I tried fixing it myself, but eventually, I gave up and took it to a workshop. They confirmed the cable issue and charged me 95€ for the repair. So, yes, it does sound like you are experiencing something like that.

I had a similar problem with my Peugeot 107. Have you checked the cable connections in the steering wheel? The stored error indicates a fault related to the control module, and such problems in steering wheels can occur due to defective sensors, connectivity problems or cable connections. It might be that one of the cables is defective.
