If there's no voltage, does that mean the problem isn't at the fuel flap itself, but closer to the button or the car's computer? Is it possible the ECU could be causing this, or would that be unusual? Where would I find the fuel flap release motor?

Correct. No voltage suggests a problem further up the line – wiring, switch, or the body control module (BCM), which handles a lot of the car's electrical functions. The ECU itself is less likely, but the BCM is a definite possibility. The fuel flap motor's location is usually right next to the fuel filler neck, behind the panel. Chasing electrical gremlins can be tricky without the right tools and experience. Given the error code and other functions being affected, I'd recommend having a workshop take a look. They can run a proper diagnostic and pinpoint the fault quickly.

I took your suggestion and brought it to a local workshop. The car's computer had detected an electrical fault and disabled the fuel flap release, as well as some other non-critical functions. They ran some tests, reset the computer, and everything is working again. Total cost was 210€.

Fuel flap issues can be a real pain. The error in memory points to an electric fault, which is common. The release button usually activates a little electric motor or solenoid that pops the fuel door open. If you have a multimeter, check for voltage at the fuel flap release motor when you press the button. No voltage? Then the issue is upstream. Voltage present? The motor is dead. Also check the wiring harness leading to the flap for damage or corrosion.
