Brake lights work. No indicator light on the dashboard when I try to engage cruise control. Does this point to the steering wheel assembly, like the clock spring or a plug connection? Or should I look at other causes?

Given no light appears and you've checked fuses and brake lights, it points to the steering wheel controls or the clock spring. It's also possible a cable or plug connection is defective.
