If you've already tried those steps and you're still getting an error, then it's likely not a simple blockage. My issue was a faulty heating element within the washer system. Given the stored error, and since you've checked the basics, it might be best to take it to a workshop for a proper diagnosis. They can check the wiring and the heating element.

Based on your advice, I took the vehicle to a workshop. The problem was a defective connection to the heater, resulting in a bill of 95€. Thanks for pointing me in the right direction.

I have a 406 too, and had something similar last winter. Nozzles kept freezing, and the washer fluid wouldn't come out properly. Have you checked the fluid level? Sometimes if it's too low, or the wrong winter mixture, it can cause issues. Also, visually inspect the nozzles for blockages. Maybe debris got in.
