I've gone through the pairing procedure a dozen times! Was the BMW smartphone connectivity the same, or something else?

Yes, it was the phone connectivity. After fiddling and testing, I took it to a workshop. The bill was 45€. I think you should take it to a professional.

45€, huh? Okay, that's not too bad. Sounds like it's time to let the pros handle it. Knowing it might be a simple fix makes me feel better! Indeed, it was a simple pairing issue, the workshop solved the problem.

Function restrictions? I had something similar with my old BMW 3 series. Are you sure you're pairing correctly? Have you tried other phones?
