It's job is to collect and store tank vapors and then burn them off. When that thing breaks, it causes a leak in the tank venting system, which then leads to the symptoms you mentioned. The whole thing was quite a hassle, but it wasn't an earth-shattering problem. It involved taking the filter, replacing it with a new one and making sure all the connections were screwed together properly. At the end of the day, it's solvable, however inconvenient. But since then the leak in the tank ventilation system has been fixed and I have to say I'm pretty happy with the work. No further problems have arisen since then.
