P0299 is a classic underboost code. Given all the symptoms, I'd say it's almost certainly related to that bypass valve, or potentially the wastegate actuator itself. Without proper tools, diagnosing those precisely can be tricky. You can try visually inspecting the hoses and connections for cracks or leaks, but honestly, with those symptoms and that code, I'd recommend taking it to a workshop with the proper diagnostic equipment. They can perform pressure tests and actuator tests that are hard to replicate at home.
