Well, in my case, the Volvo's fan clutch was visibly damaged. However, a defective cable is also a common culprit, I had the same issue with my previous car. Given the cost you mentioned, I would suggest visiting a workshop to avoid damaging the engine.

I had a similar experience with my Volvo, though a different model. The engine was overheating, and the temperature control seemed off. Have you checked the fan clutch? It might be a contributing factor to the cooling system malfunction. I was quite frustrated when I experienced that.
