Pressure sensor readings? Where would I find those? How would I know if it's the turbo actuator for sure? Is there a way to test the turbo wastegate?

The readings can be accessed via an OBD2 scanner. As for testing, not really without proper tools. But given the symptoms, I'd say it's highly likely. It's best to take it to a workshop to confirm the turbo actuator and boost control. They'll be able to properly diagnose it.

It was the electrical bypass valve. Replacement cost 250€. Thanks for the help. The car runs well now.

Sounds like a turbo actuator issue. I had similar symptoms on my old Renault Megane. Check engine light, power loss, and that whistling noise points to a boost leak. Have you checked the pressure sensor readings?
