Skoda Kodiaq AdBlue issue

I am experiencing an issue with my 2023 Skoda Kodiaq diesel. I received an error message regarding the AdBlue tank being empty. The error is stored in the error memory and the engine will not start. The likely cause, according to diagnostics, is a defective AdBlue output from the tank to the dosing unit. Could this be related to emission standards or the SCR catalyst? Is this related to DEF fluid, fuel efficiency or emissions control?
