SpaceTourer fuel flap issue

My 2017 Citroen SpaceTourer diesel with 31450 km has a fuel flap release that isn't working. I'm getting an error and I can't lock or unlock the fuel filler flap. Some vehicle functions are also unavailable. Could this be a simple fuse issue, or is it more likely the electric actuator?

No recent work or damage. If it's the actuator, is there a way to diagnose it definitively without specialized tools? I've seen mentions of a linkage, but I'm not sure if that applies to my model.

Thanks for the detailed insights. I appreciate the confirmation that it's probably beyond a simple fix. I'll book it in for a diagnostic check at a workshop. They found a defective linkage, and the total repair cost was 210€.
