I haven't checked the resistance yet, but that's a good call. Where can I find the correct resistance value for the water valve? And if the resistance is within spec, what's the next thing to check before pulling the dash to get at the heater core?

The resistance value should be in the service manual, or possibly online forums dedicated to the Spark. If the resistance checks out, but you still have low heat and an error code, it's likely the valve itself is mechanically failing, even if the electrical portion is functional. At this point, a shop visit is probably best to diagnose it properly.

Thanks for the advice. Turns out it was the water valve, just like you said. Replaced it and all the connections. Total cost was 95€. Heating is back to normal now.

Low heat and an error code definitely points to the water valve. Have you checked the valve's resistance and compared it to the manufacturer's spec? Could also be a clogged heater core, but the error code makes me think electrical.
