My car has 126468 KM and I am experiencing the exact same symptoms. After checking the fuse box, the washer motor seems to work fine, but the heating element is definitely malfunctioning. The clogged nozzles stay frozen regardless of the outside temperature. I tried using different winter washer fluid brands without success. When activating the washers, there is a slight humming noise but no fluid comes out. The wipers themselves work perfectly normal. Would be great to know if anyone else experienced heater malfunction with such low mileage. Will update the thread after my warranty service appointment next week.

The washer motor fuse tests fine, and I located the separate heater circuit fuse which also appears good. The washer fluid definitely stays frozen even after extended warm-up periods. The washer motor makes that same humming sound others mentioned but nothing comes through the nozzles. Still seeing the warning message about washer heater malfunction on cold starts. My service appointment is tomorrow morning. Based on the similar experiences shared here, especially with the heater problems occurring around the same mileage point, I feel better prepared to discuss the likely wiring connection issues with the technician rather than just assuming the entire heater unit needs replacement.
