I don't recall the exact location on the Astra, but it was within the main fuse box under the hood. Honestly, the fault finding was proving difficult, so I ended up taking it to a workshop.

I had a similar problem on my older Opel Astra. 'Terminal 15' refers to the switched positive power supply that's active when the ignition is on. Did you check the fuse box related to the starter solenoid or the power supply relay? A defective relay can cause the same symptom.
