Honestly, resetting might not fix it if it's a hardware fault. And without proper tools, you could be chasing your tail. Since it's a safety system, I'd get it checked by a workshop. They can pinpoint the issue.

I took the Vectra to a local workshop. The diagnostic showed a defective connection, as suspected. The repair cost 95€, and the emergency call system is now working.

Sounds like a dodgy connection is the most likely thing. Have you checked the fuses? That's always the first thing. Also, have you tried resetting the system? Sometimes that clears things up.
