Yeah, so for me, the problem was right where the wiring harness connects to the wiper motor itself. It's kinda tucked up under the cowl, near the base of the windshield on the driver's side. I'd definitely give that area a good look. Honestly, though, after fiddling with it for hours, I ended up taking it to a mechanic. They found a short in the column switch wiring. I think at this point, you should take it to a shop to get a detailed look.

Oh, the Veracruz and its electrical gremlins! I had a similar wiper issue a while back. Drove me nuts! Did you check the wiper motor and its wiring harness? The connectors can get corroded, especially near the steering column and turn signal switch. It's a pain to get to, but it's worth a shot before you start replacing parts.
