Washer fluid problems are the worst, especially in winter. I had a similar issue with my old Volvo where the washer motor would make noise, but nothing would come out. Clogged nozzles, frozen lines, the works. Did you check the washer motor itself? Maybe it's not getting power, or maybe it's weak from trying to push through ice. Could that be contributing to your washer heater error?
