Fluid level is fine. I checked the pressure hose and see no leaks. Any other ideas?

Since the fluid is good and the hose seems okay, it could be that cable or plug like you thought. That error code matters. Electrical faults in the steering column or rack are possible. A mechanic should check the electrical system to find the error.

Took it to a shop. It was a bad plug connection, like I suspected. They replaced it, and the power steering works. Cost 95€.

Those symptoms sound like power steering problems. Did you check the hydraulic fluid level? Low fluid makes the pump cavitate, causing vibrations and less assistance. Check the pressure hose for leaks. The pump itself could be failing.
