I don't have a wiring diagram. Where's the easiest spot to check the voltage at the wiper motor? Could a partially broken wire in the harness cause a total system failure?

Without the wiring diagram, pinpointing the exact test point is tricky. Usually the connector at the wiper motor itself is relatively accessible. Be careful when testing. A partially defective wire can cause a total failure if it disrupts the signal completely, especially in a system as integrated as the XC60's. Given the error code and complete lack of function, I would advise a workshop visit. I eventually had to get my mechanic to look at it, as a broken cable was difficult to spot.

Thanks for the advice. It's good to know a wiring issue could cause a total failure. I'll take it to a workshop for diagnosis. They quoted around 95€ for fixing a defective cable or plug connection.

I've seen similar things with XC60's before. The wiper system can be sensitive. Before diving into the switch, have you checked the connections to the wiper motor and the switch? Sometimes a loose or corroded connector can cause a complete failure. You've ruled out the fuse, but double-check that voltage is actually getting to the wiper motor when the switch is activated. Do you have a wiring diagram for your vehicle?
