I haven't checked the actuator or motor, my tools are limited. How would I diagnose a fault within the actuator? Are there voltage measurements or mechanical checks I can do?

Diagnosing the actuator involves checking for voltage at the connector when the system changes the flap position. Use a multimeter. Also, visually inspect for broken linkages or a seized motor. Given your description, limited tools, and the mileage (183302 km), a workshop visit is advisable. They can pinpoint the failure – flaps, actuator, or a control module.

I took it to a local workshop. It was a defective exhaust flap. The total repair cost was 190€ including parts and labor. Thanks for the help!

Sounds like a potential exhaust flap issue. They regulate exhaust flow to reduce noise or improve engine performance. Before concluding it's the flaps, have you checked the flap actuator or motor? That component opens and closes the flaps, and a fault there could prevent operation even if the flaps are intact.
