I had a similar issue with my Opel Insignia. Almost identical symptoms, including the error code. Have you load-tested your battery recently? My battery was heavily discharged, causing electrical gremlins, including defroster circuit problems.

Yes, it can. Modern cars have complex power management. When the battery voltage drops, the Body Control Module (BCM) might disable high-load functions to preserve power. Rear window and windshield heating draw a lot of current. I'd advise a workshop visit.
