Ford Focus starting problems and power steering locks up

Hello everyone! I have a 2011 Ford Focus that sometimes won't start. When it won't start, I have to disconnect the battery for a while, and after a few tries I can get the car started. It has been to two garages, but none have been able to find the fault. The battery is in good condition and the alternator is charging properly. The quiescent current is also normal, drawing only 3 millivolts. In addition, I have a problem with the power steering locking up at startup, and I cannot steer the car. If I quickly turn the steering wheel to the right or left, the locking releases. What could be wrong with my car? Anyone had similar problems or have any ideas what could be causing this?
