Thanks! I hadn’t thought of a drive cycle. Do you have more information on what a drive cycle entails for a Toyota Highlander Hybrid? Also, the OBD2 read was about a week before this started. Is it possible some errors might clear on their own?

I appreciate your advice. I finally resolved this. I just needed to do a computer reset, after which it immediately passed the emission test! And the best part? The repair cost was 0€! Thanks again!

I understand your frustration. It's not uncommon to see OBD readiness issues after using a diagnostic tool. Usually, the diagnostic tool resets some of the monitors. Have you tried performing a "drive cycle"? This involves a specific series of driving maneuvers intended to reset the monitors. How long ago was the OBD2 read performed?
