Bluetooth is on. I've deleted and re-established the connection multiple times, but it still won't work. Are there specific fuses or modules I should check, or is this a more intricate problem?

Alright, you've done the basic troubleshooting. If a re-pair isn't working, and there's an error code, that points to something beyond user error. I'd take it to a workshop. They'll have the tools to diagnose it properly.

It was the incorrect pairing, as suspected. The workshop repair cost 45€. Thanks for the help!

Smartphone connection issue on a Highlander? I'd start with the basics - is your phone's Bluetooth on? Have you tried deleting the current pairing and re-pairing? It's usually something simple, right?
