Sounds eerily familiar! I had very similar symptoms with my Kicks. Reduced power, that awful hissing... It really feels like the car's gasping for air, doesn't it? Have you noticed if the whistling/hissing gets worse under load? Did you check if the turbo wastegate actuator valve is moving freely? I'd bet it's stuck and you have a boost leak somewhere.
